The kit includes a reinforced vinyl cover designed to prevent unauthorized operation of a vehicle that is disabled or undergoing maintenance. The cover features a printed warning legend and message for visibility and fits over standard steering wheels. The upper half has a stitched pocket to slip over the steering wheel, while the bottom incorporates a 3/8" metal grommeted hole to accommodate a 1 1/2" hasp or padlock (sold separately) for securing the cover to the steering wheel. The warning clearly states: "Danger: do not operate or move vehicle; this cover may only be removed by authorized personnel."
